‬י can be pronounced as either the consonant /y/ or the vowel /i/:

יד    (hand)
אני    (I)

In texts without nikud, ‬י is doubled to mark it as a consonant:

חייל    (soldier)

י is not doubled when it is the first letter of the word:

יעל    (Yael (name))
